"The scarcity factor lies not in the content offer, but in the human attention, therefore, the key actors are not those who offer the content, but those who govern the content selection, or exposure to content (depending on the actual perspective on users' level of agency). These governors form an additional layer on the media market between content providers and the audience. Like meat in a sandwich, they tend to dominate the entire meal. This is why regulation that strives to maintain pluralism, targets intermediaries." (page 81)
